As set out in the Concept Note, REAIM 2027 is convened under the theme: “Strengthening Capability for Human Agency ”. The theme establishes human agency as the central governance pillar, advancing the global discourse from shared principles to practical implementation.
The Summit focuses on three mutually reinforcing pillars:
- Pillar 1 — Capacity and Capability: Developing capability across compute, data, talent, models and use cases, promoting knowledge exchange, partnerships and equitable participation across the AI value chain.
- Pillar 2 — AI-Enabled Decision Making and Human Control: Practical uses of AI in military contexts with emphasis on meaningful human control, ensuring systems operate within defined mandates and subject to informed human judgement.
- Pillar 3 — Assurance, Safeguards and Responsibility: Policy, legal and ethical frameworks upholding human accountability, command responsibility under IHL, supplier information requirements, and confidence-building.
“The three pillars are mutually reinforcing, with Capacity and Capability enabling responsible adoption, AI-assisted decision-making demonstrating responsible application and assurance, safeguards and responsibility providing the frameworks and assurance necessary to sustain responsible use.”
The Summit programme comprises four elements: (1) A High-Level Segment with Heads of State/Government and a Ministerial track; (2) Thematic Plenary and Breakout sessions featuring scenario exercises and deep dives into decision support, cyber operations, unmanned systems, dual-use technology, and AI lifecycle assurance; (3) Exhibitions and Demonstrations by vetted organizations; and (4) Multi-stakeholder engagement across defence, industry, academia and civil society.
The Planning Secretariat will issue a formal Call for Proposals with submission guidelines for qualified institutions interested in convening breakout tracks, research symposiums or side events aligned with responsible military AI.
